If a gun starts out as a pistol, like a CZ Scorpion for example, then gets registered as an SBR, can it be legally brought back to pistol configuration and de-registered from the NFA registry?

Yes. Technically, you can just convert it back and carry on as if it was a pistol all along, but it's suggested that you write a letter to the ATF with stamp attached letting them know what you're doing.

Well it's not me, I am considering buying a 'pistol' that was formerly an SBR. I had never come across a situation like this, but its a good deal.

As long as it's been converted back to a pistol, you're good to go.
