    Changing the factory box mag to a detachable makes an SKS subject to 922r. Most, if not all SKS's with aftermarket detachable mags are not compliant. Been that way since 1990.

    No, it's simple. You have to pull the trigger twice to fire. Legalese semantics. Rifles fire one round per 'function' of the trigger. They make fire controls, right? So, design something nobody wants & stick it in something that falls in the cracks(legal loophole in the letter of the law).
