You can get old flak vests dirt cheap. The Kevlar has degraded a bit, but it doesn't need to survive the actually bullet impact. I'd suggest over cutting the Kevlar by several inches and wrapping it. Epoxy would work well to secure it. I'd think you could get away with a couple layers in each...

I've seen a few, under 2k in reasonable condition. There was one in Brunswick about a month and a half ago for 1200. It had quite a few miles and was rough, but had a recent rebuild with the 683 kit.
