I think we're taking about a bottleneck car here, so it headspaces off the shoulder. Setting it deeper won't change case/ chamber friction... but it could affect light primer strikes.
A little bondo will fill those old mortises in the frame. Just mix it and let it get kinda set before you start putting it on. Less fighting gravity that way.
