If it were me, Seattle all day long over Austin, even with the rain and temps in the mid-60's (but hate hot & humid Austin weather more). To me, much more to do in Seattle, from Mt Rainier to downtown, Alki Beach, etc. Obviously have to dodge the tent cities in some areas, but again, really...

Depends on where at each, I'm in Seattle now and frequently in Austin, both have their pluses and minuses, especially if weather is a factor....
