He is on the FFL. FFL can form 2 and manufacture NFA items. Persons on FFL can be in possession of said NFA items. If Dobbs manufacturers the SBR he can be in immediate possession while he waits for his form 4. Us little people can't do it. Only people on a 07/02 SOT FFL.
