I'm hopefully going to get a FV-SR in the next few weeks to get the hang of the basics then build up something maybe next year.

I know it's probably not the best and it isn't cheap but I really want a Rem 700 .308 in one of the Magpul stocks.

Don't discount an over-the-counter Rem700 .308. The versions like the Mil Spec 5R are outstanding shooters. .75MOA is the worst I've seen one shoot, and not uncommon to get one that will do .5MOA consistently. You can pay a lot more money and not get an appreciably more accurate stick than that.
