PSA. According to a FFL friend who does a lot of transfers, it's hard to find the blem on most of PSAs lowers, the majority would pass as new. He said during the panic, when prices were high, people got really picky and weren't accepting a ton of the stuff he was transferring, any tiny imperceptible flaw and he would have to send it back. To counter this, PSA started selling the majority of lowers as blems to avoid that even though most would've passed their QC pre Sandy hook. No idea if really true.

A "blem" item is functionally & dimensionally correct item, but cosmetically 'not perfect'.

A "factory second" is a 'not quite right' item.

A blemish is any item that has a flaw in the finish or a non performance affecting flaw.

Anything that is made by man or has to pass qc.

Anybody that sells anything that could have flaws

Sand blast any typical lower...I don't care if it's a Noveske...and they all have blens. I never realized how much anodizing can cover up.

I built my SBR on PSA Blem receivers.
The lower looked perfect, the upper had some mottling in the finish on the inside.
