Everything the government does is that way. They create a problem, then create an agency to deal with the problem. Then they create an agency to regulate the agency they created to fix the problem. Then when the problem is "fixed", they have to create a new problem to justify keeping the now useless agency. And the beast just gets bigger and bigger while we pay for it.
