I can't tell you how many times I've seen US citizens detained by CBP returning from int'l flights for back child support or basic warrants. From what I gather, it's mostly just a waste of time unless the county involved wants to come pick them up or another state wants to extradite.

Don't get me wrong here, I'll be the first to say that the ways one can end up on a watch-list are pretty jacked up, but you can find out in advance and you can fight it. DHS has a trip site or some such thing (I'd have to go search it), but it's not as big of a secret as some think.
