Turned out to be a hairline break in the fuse. Replaced both bulbs and no love, yanked the fuse and it had no continuity. Replaced fuse and lights worked perfectly.
There's power at the fuse for the stereo and the fuse has continuity. That'll be a project for another weekend. PO installed a cheap ass amp and I suspect it has something to do with that. I yanked the power lead for the amp as well, because I think it might actually have been the drain I was seeing on the battery.
No power at the fuse for the car charger/lighter. I'm just gonna hardwire one with an on/off switch.
